Steps for Combined Customs Declaration of Goods Imported to China

(1) Goods Requiring Mandatory Inspection:
When submitting a combined declaration, you must include the inspection and quarantine name (original CIQ code) along with 16 other required inspection and quarantine fields.

(2) Non-Mandatory Inspection Goods That Still Require Inspection/Quarantine (e.g., items from disease-affected regions or with wooden packaging):
For combined declarations, enter the inspection and quarantine name (original CIQ code) plus the 16 mandatory fields. In practice, these follow the same process as mandatory inspection goods: only one combined declaration is needed, and no separate inspection/quarantine filing is required.

(3) Non-Mandatory Inspection Goods With No Inspection/Quarantine Requirements:
For these, only customs declaration items need to be filled out—you won’t need the inspection and quarantine name (original CIQ code) or the 16 additional fields.

(4) Mixed Goods (Including Both Inspection-Required and Non-Required Items):
When declaring mixed goods (even non-mandatory ones), each individual item type must include the inspection and quarantine name (original CIQ code) and the 16 mandatory fields.
The 16 mandatory fields are: Domestic Consignee’s Inspection & Quarantine Code, Declaring Entity’s Inspection & Quarantine Code, Goods Storage Location, Port of Departure, Marks & Numbers, Port of Entry, Inspection & Quarantine Acceptance Authority, Certificate-Issuing Authority, Port Inspection & Quarantine Authority, Departure Date, Destination Inspection & Quarantine Authority, Inspection & Quarantine Name (Original CIQ Code), Usage Code, Country/Region of Origin, Domestic Destination, and Goods Attribute Code. For containerized goods, "Container Specification" is also required.
This field is mandatory for all goods needing inspection/quarantine (whether mandatory or not). During combined declaration, after entering the commodity code, click the button next to the "Inspection & Quarantine Name" field and select the option that matches your situation. If you pick the wrong one, delete the commodity item and re-enter it.
Enter where the goods will be stored after arrival—this includes customs-supervised sites, distribution warehouses, designated processing plants, quarantine isolation areas, or company-owned warehouses.
With combined declaration, any information that inspection/quarantine authorities previously asked to put in the "Special Requirements" or "Marks & Numbers" fields must now go in the "Remarks" section. Note these two key points:

5.1 After combined declaration, don’t enter certificate numbers in the "Attached Documents" field. For now, inspection/quarantine certificate numbers (like phytosanitary or sanitary certificates) must go in "Remarks".

5.2 You must also add this statement to "Remarks": "Our entity holds all relevant certificates/declaration materials, confirms they meet legal requirements, and will retain them for records."
In the "User" column, include the user unit’s specific contact person and phone number. For units requesting electronic certificates (e-certificates), only mobile phone numbers are allowed.

(1) Imported Products Requiring Mandatory Certification: Select the corresponding option under "Imported Civil Commodity Certification" (11 Within Catalog, 12 Outside Catalog, 13 3C Certification Not Required);

(2) Food & Cosmetics: Whether pre-packaged or first-time imports, choose the right option under "Food and Cosmetics" (14 Pre-packaged, 15 Non-pre-packaged, 18 First-time Import);

(3) Genetically Modified (GM) Products: For goods that require GM declaration (per former AQSIQ Decree No. 62 of 2004, which covers items with GM components), select from "Genetically Modified" (16 GM Products, 17 Non-GM Products);

(4) "Complete Sets of Equipment" & "Used Mechanical/Electrical Products": Pick the corresponding option under "Goods Attribute" (18 First Import/Export, 19 Normal, 20 Waste, 21 Used, 22 Complete Sets of Equipment);

(5) Special Items & Chemical Reagents: Choose from "Special Items" (25-28 Class A/B/C/D Special Items, 29 V/W Non-Special Items);

(6) Timber (Including Logs) & Plates: Whether with or without bark, select from "Timber with/without Bark" (23 Timber/Plates with Bark, 24 Timber/Plates without Bark);

(7) Other Products: For other goods, if the system requires a "Goods Attribute" entry, simply select "Normal".
Based on your declared goods, enter details like:

Animal/plant quarantine license info (license number, verified goods serial number, verified quantity);

Health/quarantine approval form for special items (license number, verified goods serial number, verified quantity);

Quarantine certificate details (phytosanitary, animal quarantine, sanitary, etc.).
Important note: The "verified quantity" unit is kilograms. Here’s an example for durian (for reference):
After a successful declaration, your enterprise receipt will include a 15-digit inspection/quarantine number starting with "118". This is the former inspection declaration number—use it to process inspection procedures at the relevant office.
The system has been updated: Electronic documents uploaded via the "Attached Documents" field during combined declaration are directly received by the inspection/quarantine paperless system—no extra uploads are needed. However, documents not uploaded during combined declaration (e.g., inspection declaration power of attorney) still need to be added in the "Inspection and Quarantine Paperless System".
For combined declarations, amendment/cancellation procedures temporarily follow the original rules.
During combined declaration:

Main packaging: Enter the packaging type in "Packaging Type" and quantity in "Quantity";

Non-main packaging: Enter details in "Other Packaging"—no quantity needed.
Wooden packaging classified as main follows the above main packaging rules; non-main follows non-main rules. Critical note: For wooden packaging declarations, the main goods (even non-mandatory inspection items) must include the inspection/quarantine name (original CIQ code) and 16 mandatory fields—otherwise, no inspection/quarantine data will be generated.
