  • If the equipment is located overseas and pre-inspection is intended to be conducted there, indicate the overseas location as the place of use. The inspection and quarantine authority will designate a nearby CIQ company to conduct on-site inspection at the factory.

2. Pre-Shipment Inspection and Quarantine (Pre-Inspection) for Imported Used Mechanical and Electrical Products

Timeline: Approximately 10 working days

Requirements for pre-inspection:

  • Keep the equipment surface clean and tidy; no exposed power cords are allowed.

  • The equipment must be inspected in its original state without additional packaging (bare-machine inspection is required).

  • Provide equipment maintenance records.

  • Provide the equipment sales contract.

  • Provide the equipment function manual.

  • If the equipment has been disassembled, on-site personnel familiar with the equipment’s functions must be available to assist CIQ officials during the inspection.

2.1 Pre-Inspection in Hong Kong (China)
  • The used equipment is inspected in a static state (non-operational).

3. Application for Mechanical and Electrical Import License ("O" License)

Timeline: Approximately 15 working days

This step applies to equipment that requires an Automatic Import License (categorized under regulatory condition "O" in the HS code).

4. Commodity Inspection and Customs Declaration

Required information for the imported equipment:

  • Specific Chinese name, model, country of origin, and manufacturing date

  • Dimensions (length, width, height), weight, quantity, and condition (degree of wear)

  • Transaction value of the new/used equipment

  • Clear photos (one photo each of the front view, left side view, right side view, and nameplate of each equipment unit)

Process steps:

  1. Submit the commodity inspection application to the local entry-exit inspection and quarantine authority, followed by on-site inspection. After passing the inspection, the Customs Clearance Certificate for Inbound Goods (corresponding to regulatory condition "A") will be issued.

  2. Proceed with formal customs declaration. After the customs authority reviews the documents and issues the tax bill, pay the required taxes (customs duty and VAT).
