After accepting the registration application, the inspection and supervision department shall audit and verify the quality assurance system of the manufacturer on-site. The manufacturer must be equipped with testing equipment for mandatory safety items (such as electric strength, insulation resistance, leakage current, grounding resistance, etc.) and testing personnel with corresponding qualifications. Manufacturers that meet the above requirements will be registered; those that do not meet the requirements will be ordered to make rectifications.

Enterprises exporting electrical products must present a valid and qualified type test report (issued by a laboratory designated by the inspection and quarantine bureau) and the Product Coverage List for Type Test to handle the inspection application procedures for exported electrical products.

Any product that fails the type test shall not be exported under any circumstances.

If a product fails the type test, the factory is allowed to make rectifications. The inspection and supervision department will re-sample and seal the rectified products, and submit them to the laboratory for re-testing.

The validity period of the type test is one year. Enterprises shall notify the local inspection and quarantine authority to sample and seal products before the expiration of the confirmation certificate.
For enterprises applying for inspection for the first time or newly registered enterprises, staff from the inspection and quarantine bureau will randomly sample and seal products from the production batch. The enterprise shall send the sealed samples to the designated laboratory for type testing. Before obtaining the type test report, export inspection shall continue to be carried out in accordance with the current inspection methods, and in principle, 100% batch inspection shall be implemented.
After obtaining the type test report, the inspection and supervision department will strengthen the inspection and control of safety items for exported electrical products. On this basis, it will implement classified inspection and supervision according to the actual situation and the enterprise's quality level to optimize the inspection efficiency while ensuring compliance.
For first-time export inspection applications or other special circumstances where a valid confirmation certificate cannot be provided, inspection application may be approved with the permission of the inspection and supervision department, and corresponding inspection measures shall be implemented to ensure product compliance.
