Export Customs Clearance for Chemical Products (from Guangzhou, China)

Chemical products are generally categorized into two types: non-hazardous chemicals and hazardous chemicals, each with distinct export requirements to ensure transportation safety and regulatory compliance. Guangzhou Suixin Logistics Co., Ltd. provides specialized support for the export of both types, guiding clients through complex procedures and minimizing risks.

1. Classification of Chemical Products
  • 1.1 Non-Hazardous Chemicals
    For non-hazardous chemical shipments, a Cargo Transport Condition Identification Report issued by a chemical research institute is mandatory to officially confirm the non-hazardous nature of the goods.

  • 1.2 Hazardous Chemicals
    Hazardous chemicals refer to substances or materials that may endanger personal safety/health, damage transportation vehicles/equipment, or harm other property during air/sea transport. A Cargo Transport Condition Identification Report from a chemical research institute is required to classify the goods as hazardous. Hazardous chemicals are divided into 9 classes:

    1. Explosives

    2. Gases

    3. Flammable liquids

    4. Flammable solids, self-reactive substances, and substances that emit flammable gases when in contact with water

    5. Oxidizing substances and organic peroxides

    6. Toxic substances and infectious substances

    7. Radioactive substances

    8. Corrosive substances

    9. Miscellaneous dangerous substances and articles

2. Sea Freight Export Process for General and Hazardous Chemicals
2.1 Booking Space

10 working days in advance of booking, prepare the following 3 documents:

  • Inspection Result Sheet for the Use of Hazardous Goods Packaging

  • Technical Instructions for Packaged Hazardous Goods

  • Material Safety Data Sheet (MSDS)

Additionally, provide a shipping instruction (SI) that must include: Chinese and English product name, chemical formula, container type, hazard class (CLASS NO.), UN dangerous goods code (UN NO.), cargo packaging details, and special requirements. This facilitates space application and hazardous goods declaration. If transshipment is involved, confirm with the shipping company whether there are restrictions at the transshipment port.

2.2 Providing Declaration Documents

Provide the original declaration documents 7 working days in advance, including:

  • Inspection Result Sheet for the Use of Hazardous Goods Packaging (Note: Each product name must correspond to a separate sheet)

  • Technical Instructions for Packaged Hazardous Goods (issued by the Maritime Safety Administration, generally 3 original copies of the cargo declaration form: one retained by the Maritime Safety Administration, one retained by the freight forwarder, and one used for vessel declaration)

Based on the above documents, submit a cargo declaration to the Maritime Safety Administration with accurate data, product name, and container type. Then, submit a vessel declaration to the shipping company using the cargo declaration form and container packing certificate.

2.3 Warehouse Arrangements
  • Return 2 copies of the container declaration form to the warehouse (trucking company) for packing arrangement.

  • Provide a copy of the Inspection Result Sheet for Hazardous Goods Packaging (port entry certificate) with an official seal to the warehouse (trucking company) for port entry arrangement.

  • Obtain the warehouse packing certificate.

2.4 Vessel Declaration (Completed by the Shipping Agent)
  • Submit 1 original cargo declaration form to the shipping agent (the declaration form must indicate the customs declaration number, container number, net weight, and seal number). (For near-sea shipments, submit to the shipping agent 48 hours in advance)

  • Provide a copy of the warehouse packing certificate.

2.5 Providing Customs Declaration Documents

Provide the original export customs declaration documents 3 days in advance, including: foreign exchange verification certificate, invoice, packing list, customs declaration power of attorney, export customs declaration form, and a product description (the shipper must provide a written statement explaining the product’s purpose and characteristics). Customs declaration is conducted based on the above documents, along with the cargo declaration form and container seal number.
For temporary import/export shipments, in addition to the above documents, a statement explaining the temporary import/export purpose is required; a deposit receipt (if applicable) must also be provided.

2.6 Container Loading and Port Entry

Hazardous goods require direct loading at the ship’s side, so packing is generally arranged before the ship’s departure. There are two packing methods:

  • 1. Shipper Delivers Goods to Hazardous Goods Warehouse for Packing: The shipper must deliver the goods to the hazardous goods warehouse designated by the freight forwarder within 3 days before the ship’s departure.

  • 2. Packing at the Factory: The shipper must prepare the goods in advance. After packing, large hazard labels must be affixed to all four sides of the container. If the goods may cause marine pollution in case of leakage, marine pollution labels must also be affixed, and photos must be taken for evidence.
    Key notes: Trucking or on-site packing for hazardous goods must be conducted by fleets with hazardous goods transportation qualifications, and fees are calculated based on the hazard class. The deadline for cargo declaration is 48 hours before the ship’s departure, so containers must be picked up before this deadline. Since container seal numbers are required for cargo declaration, container pickup must be completed by the deadline.

2.7 Bill of Lading Confirmation

A draft bill of lading will be provided to the shipper for confirmation 2 days before the ship’s departure.
